Aka Blade and Soul (Japan).
Here, have another screenshot. Right is an NPC generated by the game makers with boob window but none of the others. Left is my char's current costume - and probably permanent costume, seeing as the 'Wardrobe' doesn't have anything better. This one does offend your thigh-high boots and bared back sensibilities though while the earlier two screenshots didn't... but it's so much more colour coordinated with her hair.
The game universe is quite martial-artsy, so none of the available costumes really look like armor other than the event 'tin man' ones (which are immersion breaking for a whole lot of other reasons). They tend to be non-restrictive clothes, of which only a minority of them are impractical.
