It looks like they're manually releasing things to accounts one at a time. I've gotten a few of the items but not all of them, once every other game or so.

You have to have the module unlocked before you can get it.

I got
Warhorn
TIG Module, was unlocked and had 3 now 4
Seismic Module, level 1 unlocked but never got to buy one
no Radar Dep but never unlocked it so far
Premium Time
To see PT, click Profile here in the upper right, on that page under Account Details you should see Banked Premium Time, 7 days might show as 168 Hours added to whatever you may have had banked.
I think the Urbie items come in April, the Resistance MechBay in March.
