It goes from torso stop-to-stop in the stats for all mechs in the Mechlab. So if you look at a random mech, it might state it's torso twist at 240° or something along those lines.
360° could be from stop-to-stop if both stops overlapped at the dead center of Urbie's back.

It's one of those urban legends that got started because of MW4 (or other MW title) mods.

don't know of any tanks in Battlefield with the speed and agility of a Raven..... which does in fact exacerbate the issue.

Picture this...
Urban mech is running forward but turns its torso around to shoot someone behind them, wile still running forward. Then hits his JJs. How would a Urban mech look/react when running forward, torso turned to look backward and uses its JJs? How wold the thrust of the JJs igniting from what is now your back in the front against the forward momentum of your run affect your mech?

Whats confusing about it, the jets still go in the direction of movement, the orientation of your "turret" doesn't matter.

If it isn't continuous turning, why would PGI have to do special coding for it that messed up other mech's torso movement for a while? It sounds hopeful to me.
