Game Running Poorly

AMD Radeon HD 6800
16GB DDR3 RAM
using a dual monitor display
my problem is that the game runs very poorly even in the home menu.
I have turned down settings, tried running in 32 and 64 bit, switched between dx9 and 11, though when I switched to dx11 I got the failed to create direct3D problem when it restarted. Nothing I have tried fixes the problem.
can anyone give me a little insight on how to resolve this?

Have you tried installing DirectX? And are your drivers and rig updated?
What resolutions have you tried?
Also, have you tried out a single monitor to see how your system runs MWO to see if its the dual setup?

The GPU - Radeon 6800? Is it a 6800? Only 6800 I can find is a mobile GPU for laptops. Regardless, 6800 series should be ok for the game.

Short of that - make sure in your video options you have Particles set to Low, and Shadows no higher than Medium (Particle effects are the single biggest FPS-killer in the game).
Also, it might make you happy to know that Russ Bullock (lead designer for MWO) tweeted today that they're actively investigating FPS-issues and he hopes to have some good fixes in soon.

The 6850 is the rock bottom of the 68 series for desktop computers. I'm not even sure if 6800 even exists. There's a 6830. But the lower you get on the third digit with AMD Radeon cards, the lower the quality is.
For instance a 6760 is marginally more powerful than a 6850, but the 6850 is more compatible with newer stuff.

Just checking, the monitor is connected to the grapics card right? not the connectors on the motherboard?

I believe HWiNFO will give more of a detailed look at what components are being used. It is the only one that shows me using a 7950 whereas others just showed 7900 series.

That's what the drivers would be. It's the drivers for the "6800 series" of cards. That's 6830, 6850, 6860, 6870, 6880 and 6890.
That covers any and all drivers. Have you looked at the video card itself?
The videocard itself will have the specific numbers written on it. My own drivers for my 6880s would say "6800 series" as well.
My current video drivers say I have an R270 series, when I have an R9 270X video card.

Try:
Running at a lower resolution (In full screen mode. I have problems if I try to run full-screen window mode and the resolution isn't set to my native)
Turning off shadows and anti-aliasing. Shadows, in any game, used to absolutely destroy my framerate. It was literally a 30-50 FPS drop in some games.
Make sure nothing else is running in the background. I can sometimes have problems if I leave my browser open for too long with too many tabs open.

The catalyst software should auto-detect and install the required software if its out of date. Just let it do its thing.

What sort of framerate are you getting after the OC? (In game press F9 to see a readout in the top left corner of the screen. Don't go by FRAPs or MSI Afterburner or anything else, because I don't think those framerate counters have been working with MWO for a bit now).

you need to check the card. some manufacturers cards can't / won't use reference drivers because of different firmware versions on the cards. I have a 5870 (ASUS) and I had to either use 4 years old asus drivers, or update the firmware of the video card to make it take the new catalyst suite.
maybe roll back 2 or 3 driver sets. they have the last 15 or so on the catalyst page.
----
once you determine the manufacturer of the card, you can google to see if it uses specific driver package from the manufacturer. you can also use HWiNFO64 (it's a program) and it will tell you the Vbios version.
The latest patchbroke 64 bit for me, so i've been running in 32.
---
strangely sounding enough, you may want to update your sound drivers and motherboard chipset drivers.
