Can You Gift An Package Upgrade?

I'm running a little event for my unit and I'm wanting to put up a $20 prize of their choice from the Gift store. IS it possible for that prize to be an upgrade to an existing package? For example if they already have the Grasshopper and wanted to apply the $20 towards the Zeus?

I think you can not grant package upgrade, only entire package.
