Why is it Steiner can attack Wolf, but not vice versa? Did we implement a Leo Showers function to slow Wolf's advance? It seriously makes no sense that Clan Wolf does not currently possess an attack lane into Steiner space.

For the same reason Marik and Jade Falcon have wormhole technology apparently. The planet picking thing is messed up. Also this should go in the Community Warfare section.

Because nobody notices a sea of Atlases, so nobody retaliates.
Also, because Steiner is best pony.
