I'm Australian so I typically have a 250-300ms ping, and i'm wondering if I need to lag shoot in order to score hits and do dmg, it seems like I never do much dmg, especially in a light mech against other light mechs.
So with lasers in particular should I be aiming ahead of the target or holding the laser on them?

I would avoid light mechs because it would exasperate the problem (unless you were using one that doesn't rely on constant movement). You could, of course, rely on streaks which would (almost) completely take lag out of the equation.
If your ping is steady-ish, you can hold the laser on the enemy but you need to try your best to hold it as 'still' as you can on a specific part.
Using mechs of more reasonable speeds will be much better on your lag issues, things of 106 kph or less. The servers won't have to work so hard on guessing your location in relation to the shot, and can focus more on their location and whether or not the shots hit.
While uploading or downloading lots of things at once, I've hit pings of a thousand and can still play the game reasonably well (unless going in something fast, in which case I start randomly teleporting).

As a player from the other side of the ditch, I can tell you now that you DO have to lead with Lasers, which makes them very difficult to be precise with. Only on things going above 120 or so though. If the target is going slower, you should be able to target individual components.
As far as how MUCH you have to lead by, I've found it's about 5mm on average on my screen, but You will have to experiment to find out what works best.
For some reason it doesn't go the other way though. My lights frequently get demolished by pinpoint fire, despite the shots visually missing me, and me twitching all over the place like I'm having a fit.
TLDR: With a Ping over 200, you're gonna get much better performance in and against Medium or larger mechs.
Edit: I've also been shot at before I've even stepped out from around a corner. Not the "oh look, he disappeared over there, and will pop out here in.... 3.... 2.... 1....". No UAV up. To far for Seismic, and no enemies in visual. Just precognitive laser fire, like I've already stepped out from cover, before it's happened on my screen.

I guess i need to find a large mech I like then, i run a king crab from time to time and its been a lot of fun, but the XL engine makes it so fragile.

Beld, high pings are hard to work with.
Myself have tried my hand at all kinds of mechs.
A few hints for you:
Avoid ballistics if possible until you can get the hang of where to shoot or how forward to shoot.
Use mainly missiles with locks or lasers.
You can use any mech, its a bad experience in all from lights to assaults... let me explain:
In a light you try to shoot back and with all the fast paced action, you tend to miss shots more than usual.
With heavies and assaults you will be frustrated to hell as you will see other mechs running around you and you will have a low chance to hit them.
So chose any mech but avoid ballistic weapons until you understand how much you need to aim to the sides to hit the enemy.

I've been having a lot more success in scoring damage and beating other lights since i got into pulse lasers, seems to be a much better weapon for people with high pings.
