Okay, so we all know that spamming the Jets allows certain mechs to abuse the Hitbox mechanics, making them near impossible to hit in some instances.

We all know that Spamming Jumpjets allows players to "climb" impassable terrain.

We all know that PGI nerfed the hell out of Jumpjets to try and combat the Poptart Meta (which worked to a limited extent).

And now, what we are left with is the Hoverjets™ that are pretty much only useful for breaking the game, and allowing a few lights some air time.

So.

My suggestion is to give players a 'charge' of Jet usage per Jumpjet, with each charge granting 10m in height.
Pressing the Jump Key once, consumes a single charge and gives you 10m of height and 10m of forward movement (assuming you are stationary when firing them, otherwise momentum carries you forward as normal), at a rapid ascent rate.
A single Charge is also sufficient for landing, provided you don't trigger it too early, or too late. Holding down the Jump Key will consume Multiple Charges, with a corresponding increase in maximum altitude and forward movement.

Yes, this will remove some of the finesse of using Jumpjets at the moment, but it will also allow them to make more aggressive maneuvers (due to increased height at a faster rate), and it will hopefully combat the hitbox bugging that can occur when jumpjets are spammed.

Anyways, just my 10c on how to make them useful again, without allowing them to exploit broken mechanics.
