Possible add 1 to 3 quirks that will represent the lore strengths of each faction. Maybe Kurita gets energy cool down +5%, and Clan Wolf gets +5 to erppc range. Whatever makes sense for each faction, not so much that everyone rushes to the best quirk faction, but enough to influence the style of play of various players.
