So lately in the game I am seeing gauss rifles with no primer to fire the weapon, rather a cool down instead, Is this some thing new ?

Hm? Sorry, were you going to provide evidence there? Because I've been using them a few times, and they've still got charge time.

You don't see other people charging when you spec.

All the time? The charging is probably client side and is never shared. Would be pointless to do so.

Correct. Same reason why you don't see their weapon groups (group fire vs chain fire, etc.)
