When the game does not have the focus, all sound is muted, which is very nice (and important).

However this does not apply to voice chat.
Even though the game is silent, the mindless babbling is still played.
So in order to have silence (e.g. watching a video / talking / etc. while being dead and only watching the rest of the game passively), there is only the one option to mute voice chat altogether.

I think/hope it is just a glitch / oversight.

Either mute players before the match starts in the match waiting screen, or select TAB to bring up the scoreboard for the match and mute players there... to avoid mindless babbling and all... or disable it in your Settings/Sound options
