To solve the Mercenary issue of flipping sides and shifting the balance of power at any time I offer the following solution.

Blind contracts for the Mercenary and sub groups as following.

1. Clan/ House
2. Mercenary

By selecting 1 nothing changes or effects the current Community warfare you are able to still fight or change sides and you see fit.

If you select 2 as Mercenary afflation a 1,2,3 week or permanent contract is offer. By accepting the Mercenary status your employer is unknown until you accept employment. As a result PGI is then able to automatically shift the Mercenary unit player`s to Clans and House's with the lowest population during the length of contact for a more balance game overall.

The Mercenary would receive a increase LP and C-bill bonus per battle along with no reduction in any Loyalty points due to the unknown employers.

If the Mercenary breaks the contract early then a % penalty of loyalty points for all Clans and House`s would be removed from the players in the unit. The current rank can only be affected no rank lost.
