I see PGI struggling to balance IS with Clan. This makes no sense to me. We need imbalance. Why should it be 12 v 12? Clans should be OP and run 10 v 12 or be allowed less tonnage.
In mixed drops this would appear as less tonnage in the matchmaker and/or less people on the 10-man side.
There are other worlds than just 12 v 12, PGI.

does that also take into account non clan warriors using clan tech(example mercs & house units)?

It wouldn't matter, if there were some clan mechs in the match, I would just have my algorithm balance the tonnage and mech counts accordingly. If we had something independent like oh say BATTLE VALUES to assign the relative values of the mechs, then it is just a matter of placing more tonnage on the lower-rated team and/or cutting the number of players on one team down to 8 or 10 from 12.

I believe PGI explained that they would have to completely re-engineer the matchmaking system in order to properly utilize the 3 IS Lances vs. 2 Clan Stars, and that it would cause other features to be put on the back burner for an indeterminate period of time... Maybe even cause some planned features to be dropped altogether.
While I agree it should be 12 vs 10 to give the IS a slight edge against the more powerful Clan mechs, forcing them to abandon features that would otherwise balance the game, such as other mechs and/or weapons is an untenable situation for me and them.

Asymmetrical balance is more feasible. 12v10 has been extensively tested and has been found imbalanced (simply because of the difference in mech numbers).

that could put in favor of lighter (or IS)mechs which tend to have ECMs and make it in favor of those with the most mechs. that and as it is clan tech has very little advantages over their IS counter parts who have massive advantages because of quirks giving the IS mechs massive advantages.
so shouldn't your program take that into account? the more quirks the mech have the higher BV or will it just count as clan vs. IS tech?

This does not work in a PvP game. It would never make sense to play an IS mech when you know that clans are far superior. Whu would you disadvantage yourself
