Running 32-bit client, had to do a clean install today after the patcher just kept giving me more and more files and never finishing.
After installation, checked and all my settings were the same, everything low as possible graphic-wise, Motion Blur off, just where I left it.
I get in game, however, and my FPS is 5-10 lower on average than yesterday, and every mech i see is displaying motion blur. It's still definitely off in my settings. It's quite annoying, it's reducing performance, and very distracting.
Anyone else have this one? Any solutions?
(Btw, game performance and FPS are fine in testing grounds, where there's no blur, so it's definitely the blur causing the FPS drops)

Apparently VOIP is CPU heavy.
I haven't tried it myself but maybe turning it off could help.

You may want to make sure PostAA was not turned on in your options. That can be a big performance hit and cause that motion blur you see if you have motion blur turned off.

I forgot to mention in my OP, but switching VOIP off was the first thing I did after logging in. And checked PostAA, everything was identical settings.
On a whim, i tried the 64-bit, which I'd been avoiding for fear of crappy performance(bit older GPU on my rig), and the blur is no longer, and FPS seems, so far, better. Not by more than a few FPS, but still, without the blur I can deal, i think.
Will have to see if 64-bit performs better on every map, then the OP will be a moot point, but still, was strange. I've had motion blur do that in single matches before, just turn on even though it's off, but never stay on. Here's hoping 64 just stays solid and it won't be a further issue.

Kodyn - I've been running 64-bit since it came out and have not had one problem since switching from 32-bit.
CW was horrendous, so I was trying everything. After their first CW performance rollout, I've been running 64-bit.
I've got an old rig too:
Stock Optiplex 330 with q6600 2.4 ghz quad
Running with 4 GB Ram & a GT430 (2 GB)...old, but it works(barely)!!

my frames are so bad since this last patch, I'm getting sick playing
love the game, but can't take the frames in the teens
I've gone from 50+ to 30avg staggers into the low teens.
NOTHING has changed on my end, all my in game settings are the same as they were, and I disabled that horrid VOIP
Is it possible to completely remove the VOIP, or is that monstrosity on the server side?
