This. Mechs with low slung hard points in arms have long been at a disadvantage relative to mechs with high mounted weapons. Allow mechs with arm mounted weapons to raise their arms as is often depicted in battletech art.

Even if there were a penalty for raising the arm (maybe a cooldown penalty for the weapons on that arm/arms & no use of elbow actuator) it would still be worth it. You get to raise your hardpoints to the level of the mechs with high mounted hard points (with a penalty) and you can lower your arms to use the elbow actuator for side scanning with the arm mounted weapons, which is something mechs with high mounted hardpoints aren't able to do.

not to mention all the kids from the COD crowd we could attract if you could "tactically crouch" over your destroyed opponents.
