Currently, conquest is de facto skirmish mode. Why? Because you can win by kills. Also, the conquest points are set up to encourage skirmish over capture. Also, you can get a capture point, then leave it alone secure in the knowledge it's yours.
So let's flip this around.
1, no victory through conquest or by most kills at time out. So if you kill em all, and don't cap, you get to wait.
2, Cap points pay out ONLY while someone is standing on it. Caps must be held. This will help reduce murderballs and increase small unit fights. If you stay grouped, the lights can scatter and outcap you.
3, increase payouts for capping to be superior to fighting and even moreso for lights.who get a bonus for doing their actual job.
Tax what you want less of, incentivize what you want more of.
I think this will create a disincentive for people who currently play skirmish for every mode, and provide a more intelligent game mode which we desperately need in this game.

I don't know if I'd like to be kept in the match if the other team is dead. We'd have won basically because of #2, they can't get anymore points. It might be a better idea to have captures fade if no one is on them and possibly go neutral after a time. Long enough you're not totally tethered to it but short enough you can't ignore it.
