No attack windows and no cease fire times. Just tabulate points and shift planetary control once a day or during the weekly maintenance period or something.
Probably should have let factions that get along fight alongside one another, too.
It's wrong to pour so many resources into CW when the pool of players is so small that they have to do the matchmaker's job.
I'm willing to bet the original sales pitch for player seed money didn't say how restricted CW would be, either, or that queues would be indefinite (potentially all day long until ceasefire with no matches, depending on who queues for what) and match balance wouldn't even be attempted, even though CW was a big part of that pitch. I have to wonder if this game would even exist if it had.

I have never gone more then 3 minutes without a drop....also there are numbers near the planets up on the right hand side which show you if people are in fact there. If you drop on a planet with no one and you are not a 12 man you will never get a match (ghost drop).
Only way to get ghost drops is by having a full 12 man.....you are stuck in Pre queue and never even make it to the actual waiting for game queue.
It's generally a good idea to fully understand something before you try to bag on it.

The OP is valid and if you re-read the entire post you will see that he gets it. You've never gone more than 3 minutes without a drop? Congratulations to you, because even the times I've been in a full 12, we are not that lucky. We understand the meanings of the numbers but the OP brings up a valid point... This system was not how CW was explained originally. The plan was for every drop to count towards CW, and for factions to be auto grouped together. There were no limiting queues nor looking over the numbers to see 90% of the planet lobbies empty. The system as it stands is tragically flawed, which is too bad because I actually like to drop in CW when I can.

Planet lobbies stay empty at times because of ceasefires between factions, blame lore and faction/unit politics for that.
As far as CW's population lets say CW needs a lot of tweaking to becoming the main game mode as a lot of people dont like it, especially smaller units/pugs for very obvious reasons.

We do face PUGS but not very often, Not a whole heck of a lot of Kurita PUGS.
Why is there any difference between the "Feeding Trough" you IS guys create down there and the one we have here? I still dont get what you mean by that....PUGs dont play CW from my experience. I also dont play outside Kurita space because of Perm Contract with CSJ so my experience is limited. Why is it that CSJ is the only ones with a "PLANET FULL of ALL faction PUGS? this also goes against the umpteen Forum post here stating how they are leaving CW because CW=NO FUN FOR PUGS....
Dont get me wrong...i have no desire to play the new guys or pugs. Gimme NS, ARKB, NKVA all day long.

#1 issue with what you are saying, if CW were to be accessed through public drop then players would start quitting the game because of the 12 man groups that would just rollstomp them meaning that less people would be on the game which could bring about a slow decline until pgi eventually gives up the project.
Now CW is still in BETA and there is a reason for that, it isn't ready to be called a finished product, there are many bugs and balance issues that are showing themselves every day and we players need to make sure the devs know about them and apply constructive suggestions in order to improve upon them.
Personally I feel that the queues separated as they are, are perfect for it allows us to play a testing game in the pub que to test out mech designs in combat and not have it mess up what our friends are accomplishing on the faction map. it also allows for players to hop into games without having to worry about running into large unit groups all the time.
