My general idea for coding up some kind of in-game leadership system is that any Loyalist unit that has 12 members who have dropped in CW in the last week gets a "Faction Vote".
Each unit can use their faction vote to pick one planet to attack and one planet to defend.
Any non-loyalist unit or random faction pug only has the option to attack or defend the two planets with the most votes.
The loyalist units can change their vote at any time. If anyone is queued up on a voted planet that then falls behind on votes, they still remain in queue.
If a cease fire removes an attack or defense planet that had votes on it, then any planet is fair game for the loyalist unit/pugs.
I think this kind of mechanic brings more value to being a loyalist unit, makes it darn expensive to leave a house and gives the loyalist units some political power in determining targets to attack.

The big problem is that a big population shift like say going live on steam will swell the ranks considerably and it is convievable that the new guys would get more voting power then us

They'd still have to stay active and they'd have to be loyalist. Keep in mind that while new units might get some voting power, existing units would also get more members as well.
