I don't even mind making it a higher damage move on a long cooldown to make it more special and maybe it disables firing regular weapons until the animation is done if that gets too complicated.
Edit:
Moving just the arm will make it look very lame to be honest. Without the full motion of the body to give impact to the swing it might just be a boring addition. Since this animation part is a bit heavy keeping it only to mechs with actual hatches should reduce the cost of production, though I would love to have my Atlas throwing straights and haymakers on the enemy.

Well there was a Mod to get physical combat in the original OFP later renamed ARMA Cold War.
Also the abillity to drag items /bodys but while the engine was not supposed to do such stuff - but you could add a editor to make some not so Bad moves - didn't looked good but worked

Thats the super simple hack way to do it, but its not really satisfying. It would work, but be kind of lame.
