So as of yesterday, Steiner conquered Arcturus and as a result of this, CJF has a small pocket consisting of a couple of planets.

I suggets that PGI hands over the planets of this pocket to Steiner, the house which has a de jure claim on those planets. Additionally, a few days ago, a pocket of Steiner planets was handed over by Paul to CJF so this is only fair.

Gotta clean up those islands. Can't have pesky things like players holding planets get in the way of the algorithm.
