I've had it clear up if I just whip the mouse one directing and keep sweeping it over.

That said, I have noticed that when my arms are locked in place, all my mechs feel more 'responsive' - there's less of a point-and-drag delay like there used to be (which is why i've usually preferred arm lock off even when not using the arms). I don't know if that's a side effect of the fixes and what's going on here, but I am thankful for it.

I wonder if it's a lag/low fps issue? It seems to happen more in fast mechs on low fps maps. I think it's the worst on Forest Colony in my Jenner.
When it happens all I can do is run away and hide until it goes away.

its probibly something to do with the routine that aligns the torso with the crosshair. if the framerate is low dT is gonna be high and that multiplies against the max turn rate of the torso to figure how far to turn each frame. so its gonna turn to far and try to go the other way, overcompensate again, and thus an oscillation. check to see if the amount of rotation for that frame is more than the needed amount, then if it is use that instead.

Now how bad of a problem is it. think that I was able to get into the top 10 for the griffin last year (2014) for the chassis challenge. Then the feb 2015 patch that screwed everything up!
After that I have been able to barely get on the leader boards, but also dropped KDR and percentage of wins. Now my KDR is close to .7, where it was 1.1. Wins were within a few of 50% up or down, now 120 or so below 50% wins.
How has this affected how much I play MWO, alot. Now I might play 20 games a week instead of over 100.
How much has it affected on what I purchase. NOT ONE MORE #$%& CENT!

Have you sent an email to support?
Have you tried to get video of said bug, can you reproduce it? Or get it on video anyway so we can submit it to devs?
Can you drop into pvt matches and reproduce this? If you cant record the problem maybe someone can join in on spectator mode and record while you play and get the bug to show up?
Just typing out the issue makes it very hard for the devs to find the problem...or maybe it a problem with your system.
Support is gonna ask for trace routes, your system specs and some other stuff so if you can get your ducks in a row and get this info submitted it might speed this fix up. Its hard to find bugs when they dont really know where to look. So giving them something to look at would help immensely.
