For the new player experience, it would be very helpful if I could toggle the entire map on, like I can in normal pug drops. Really hard to get the "lay of the land" when I can't reference the larger map to see where things are in relation to other things.

I know I can look at smurfy maps while I pilot, but hittting escape/minimize/alt-tab back and forth at 150mph is not user friendly.

What do you guys think?

You mean the Battlegrid. I'm aware of the issue. It's been a pretty low priority with other things they are doing (they don't spend much time on the testing grounds).

I'll see what I can do to push it.

There was a point there for a little while that the Battlegrid could be turned on while in the Testing Grounds. I was very pleased when this happened.
And then it got broke again. Just like when they tried "cooling down the AC/2" how they broke lower arm actuators for Clan 'Mechs. And I was a sad puppy once again. :c

I'd be much happier to simply be able to roam all the maps in training grounds. It's a little silly that you can't roam the CW maps.
