You can have a fast connection and a good PC and still have location errors. Probably not a commonly, but it happens. Usually when a spider stops dead in his tracks ten meters away and your twin AC20's are right on him. Fire and watch both shots pass right through his CT, and he vanishes only to reappear behind you, completely unscathed.
