It is pretty hard to get the "submerged" SHS water based Bonus when the "totally required DHS's" take up 3 slots each.

P.S. Mixed Tech would be the utter DOOM of MWO. So No thanks.

Fine as long as IS get exchangable hard points like clans. And by all means exchange the weapons to. Half weight missiles and 1 slot CERLL would be great. Lets exchange heat sinks to. You get the IS 3 slot heat sinks and IS mechs can get the 2 slot heat sinks and Inner Sphere can finally put heat sinks in the legs. Happy day!

Right now I think FF armor either needs a lower space penalty, or like you said a higher armor value.
Trading your weight savings for increased armor is enough of a buff because that's more survivability than usual, making Ferro Fibrous armor reduce damage and tonnage would be way too powerful. Aside from that, you could still benefit from some weight savings by not increasing armor further on some components such as arms & legs, though obviously the weight savings wouldn't be as good as Endo Steel which is fine since that's balanced.
