I've noticed I can't apply them to certain mechs. For instance, I just tried to apply the Ghost Bear camo to my Nova S but it wasn't available. I've noticed that a few times this week on different clan mechs.

So far, clan camo is only available for Wave II mechs. They're going to add it for Wave I (and it'll come with Wave III), but there will be a charge and it has to be developed.

The "Clan" and "Faction" camos are supposedly going to become earned / unlocked rewards (or 'charged' paintjobs). They are only for the Wave II Clan mechs for now and those are the only mechs the Clan camos were 'given' to you on in return for your purchase(s).
That said, only recently was the "Full" set of regular buyable camo made available for the Wave I and wave II mechs. Resistance mechs (last I checked) don't have it yet but would have it soon (unless also recently made available). It's gonna be a bit. With all these mech pre-release packages the art team is having to work their butts off.
