Oh! I happen to know the answer to that question!
It all goes back to the CB build. Back then the UI for the game was static. It even had a static width and height and didn't run in full screen, but the matches themselves did run full screen. So they rewrote the whole UI, this was while IGP was the publisher and generally jerking the game around.
They never went back to refining the UI because Russ polled the community after the IGP split and the community said "MOAR content! MOAR mechs! MOAR MAAAAAAPPPPPSSSSS!" And then PGI got caught up in CW, trying to rebuild player trust after the disaster that was 2013 and they haven't gotten back to game refinements, for their staff right now, CW is mostly "all hands on deck"
But they seem to think they've got a handle on CW right now and Russ is hinting at Mechlab changes and some other things not related to CW. I think they're trying to knock a few things off before trying a Steam launch late this summer (so Russ said in the 2nd or 3rd Town Hall)

There's NASCAR Queue, Group Queue and FW. In Group Queue, the tonnage restrictions are based on how many people are there in your group, which creates a self-balancing act and it's good. But the problem is that since you are only allowed to play against other groups and only groups being able to fill the empty slots, the wait times got bigger as there really was no need to play this when FW offers good rewards, 4 mechs per player and has no tonnage restrictions.
If PGI allowed solos from NASCAR queue to opt into Solo and Group queue, there could be a decrease in wait times but they won't.
