it currently says that it gives additional structure to the RL.. is that correct? The other arms all give arm bonuses.

Yes, that is indeed a typo, as hovering over the image in the mech list (showing the mech overview) doesn't show any leg structure increases, but RA increase instead.

They should totally apply +18 to LA, RA, LT, RT and +10 to CT just to top it off...since they wont remodel the mech to it's proper size and let it kinda hill hump a little better then it cant now...line its guns up to the same lvl as the Zeus...would be grand.

Consider PMing Mike Forst as he is responsible for that. Smurfy's confirms stuff parsed from the data, but I suspect the actual quirk in-game may be listed correctly.
If you are concerned, you should probably run some tests to be sure it isn't actually the case.
