So I changed that value in attributes to "-1", and created a cfg file. I put it both in "Users/myName/Saved Games/Mechwarrior Online" and "Program Files/Piranha Games/Mechwarrior Online"
But I'm still getting maybe 5-10 fps in places like Bog. Did I do the config correctly, or did I mess up somewhere? Is my computer just hopeless?

That's not how config files work.
I would try doing more google research into how to use a Crysis 3 config file, if I were you.

Negative values in config files, if they do anything at all, are usually used to activate a special case.
However, there is a bottom end to how low your settings can go, dictated by the content of the game. You can't force textures lower than the lowest available, for instance. The game may also force a certain level of particles to prevent certain parties from running the game on low settings to provide an unfair advantage.

you need to post your system specs for other players to know what tweaks to the config may help you, also look in hardware and accessories theres alot of good info there.
