The current MC reward system is broken and needs a revamp. Some elements of the current system will remain but Loyalist and Merc units will have different reward systems. A units performance is still calculated based on victories - units receive 1 victory point per player for each win (scouting & invasion) during the attack phase.
The following proposal will make MC rewards (going into unit coffers) possible for more units and will be an incentive for units to participate in FP.


LOYALIST UNITS
Loyalist units fight to capture planets for their Faction. The current system remains the same with planets changing hands when the capture threshold is reached. What changes is how planetary tags are allocated on the winning side. Loyalist units are only eligible to place a unit tag on the planet their Faction is currently attacking that attack phase. For example, Steiner has voted to attack Coventry this attack phase. IS wins the attack phase - Coventry receives the unit tag of the highest scoring Steiner Loyalist unit. Factions with higher Loyalist populations will have more competition for planets but it will not exclude lower population Faction units.


MERC UNITS
Merc units are not concerned with real estate but with making profits. This is done by delivering victories for their employers and collecting battlefield salvage. To reflect this their MC rewards are based solely on their battlefield performance. This will be a counter with MC rewards increasing with each victory. The MC will be rewarded at the end of the attack phase and the counter will reset with the next attack phase. There are two possible reward scales:

a linear scale
50 victory points = 5 MC, 100 vp = 10 MC, 150 vp = 15 MC (Max to be the same as a planet)

or an escalating scale:
25 vp = 5 MC, 75 vp = 100 MC, 150 vp = 15 MC (Max to be the same as a planet)

This system helps with something I think was a major flaw with the old system - Loyalist and Merc units competing against each other for MC rewards. This idea brings another feature that can be unique for each unit type.

Loyalist units get to tag planets and earn MC as long as the planet is theirs. This could be an incentive for units to go Loyalist if getting their name on a planet is important to them. Merc units earn totally based on their performance per attack phase (the old system forced Merc units to stay in a faction when they captured a planet or lose earning MC).

The current system favors large units. I'm hoping the proposed system gives an incentive to the medium and small units to get more involved in FP, right now they have no reason to compete against the larger units.

Most of the larger units are mercs so separating the reward system might bring more Loyalist units to FP. These units might play more if they have the opportunity to capture a planet and earn MC.
