The programs probably do nothing, and most of the user.cfg tricks do nothing. You should generally avoid performance voodoo like that.

Where they do have a point is that there are a few settings you can put in user.cfg that take the graphics settings even lower than the minimum settings in game.

#1 Create a text file named user.cfg in your game installation folder.

#2 Add some of these lines there, and experiment with the effects. F9 shows your FPS in game.

-- This changes the field of view. Changing it might improve immersion and yur ability to keep track of your environment in game, but it will REDUCE your FPS. Good option for testing that your user.cfg is in the right place, since the change is very easy to notice.
cl_fov = 79

-- You can limit the maximum FPS to your monitor's frame rate. This is not very useful.
sys_MaxFPS = 60

-- This disables the cockpit glass feature, potentially improving your FPS noticeably.
gp_option_ShowCockpitGlass = 0

-- This reduces the duration of the zoom animation. I like it.
gp_mech_view_zoom_transitiontime = 0.05

-- This disables the depth of field effect that simulates camera focus, which may improve performance.
r_DepthOfField = 0

-- This disables the silly film grain effect, which may improve performance, and at least makes the game look less silly
r_HDRGrainAmount = 0.0

These are the only lines that do anything in the user.cfg. If someone tells you to add anything else there, they are wrong, and the new line will do nothing.
