Yup. Though it doesn't appear to be on all mechs. Some of my older ones seem fine, but all my newer ones, liek my Resistance mechs, have it on.

Lots of games would ban you for doing something like this.

PGI specifically either gave us or endorsed the option due to performance hits it can cause

I've had trouble with folder permissions before when updating too. So far, 100% the time, the following steps have solved my config file problems (on windows 7 at least).
1) Right click on your Piranha Games folder in program files*, select properties. Uncheck the read-only box. You may have to do this for both the top level directory: C:\Program Files (x86)\Piranhaa Games\Mechwarrior Online\, and the MWO folder within it. I don't know why, man. F**cking technology.
2) Find the systemoverride.cfg file in the MWO folder. Rgiht click>properties, and uncheck read-only. You can then delete the systemoverride.cfg file. (Yes, I know it says "DO NOT MODIFY THIS FILE!" in the header, but really, it's not like your computer will explode if you do.) Do this, and make a backup if you like.
3) Create a new word document on your desktop.
4) Copy-pasta the following into said word document:
r_Driver="DX9"
r_txaa=0
r_msaa=0
r_postaa=1
cl_fov=85
r_DepthOfField=0
r_motionBlur=0
r_HDRGrainAmount=0.0
p_option_ShowCockpitGlass=0
gp_option_ShowCockpitGlass=0
i_mouse_smooth=0
i_mouse_accel=0
i_mouse_accel_max=0
5) Save as systemoverride.cfg (Make sure you save it as a .cfg file)
6) Cut and paste this new systemoverride.cfg file into your MWO install directory.
7) Right click > Properties on your new systemoverride.cfg file and set permissions to read-only. This final step should prevent the patcher from over-writing your cfg file every time you patch.
8) Enjoy playing MWO with graphical setting that aren't actively detrimental to pwnage/fun.
* They said they moved the cfg file to the Mechwarrior Online\USER directory. I don't know what the deal with it is, but I had problems with it, and found that just replacing the systemoverride.cfg file was much simpler than figuring out why my settings wouldn't stick when I used the \USER folder.

The majority of people are not trying to achieve an edge by making the view more clear. Like most, my system, while midrange, can't tolerate certain effects, including the glass.
It really isn't obscuring, so until they add it as a toggle, there should be a way to turn it off.

The glass looks terrible, is often lit from INSIDE the mech, and causes performance hits.
It should have been turned offer - permanently - a long time ago.

Bog is a bad map for it, lucky cat glows blindingly bright if you turn the wrong way in many parts of the map.
I haven't played since before the repair tool drama and I don't know if i will this weekend either but if glass glows anything like that cat ill just hit alt f4 and write the whole thing off as been no better than those pathetic vision modes on a dark map.

User.cfg options have been intentionally enabled by PGI as non menu options we are allowed to change.

Dirty glass glares when you look at the light source not when looking away from it ( reverse lighting is not imersive ) when the light is behind you its your dirty mirrors that should glare ( but seen as mirrors are lost tech ) I guess they thought it was ok.

Perhaps it's time to put the broken robots back in their box and go racing instead.

Would those commands also benefit my user.cfg? I only have the glass turned off and 1 or 2 more lines of said "code".
