Call To Arms: Spamming Defense Instead Of Attack Alerts

Several of us witnessed some strange Call to Arms behavior late last night (post-NA-ceasefire). We were receiving messages that "Bone Norman needs defenders" but looking at the queue info, there was already a defender group waiting for an attacker group to form. The overall numbers were displayed as something like 14 attackers and 36 defenders.

I noticed that only one sector of the planet was captured at any given time and it looked like it already had a match being played on it. Maybe having a full defender group but no territory for them to counter-attack is causing Call to Arms messages to go out to the wrong faction. It seemed like the Call to Arms should have been sending messages to attackers instead of defenders.

I noticed this too, for the same planet. See the call-to-arms, look at the planet and was like "huh? it's got 2x as many defenders as attackers, wtf"
