"This game isn't tactical", said the mechwarrior getting spawncamped after a unit used fire and maneuver to get into position under their dropship.
A.K.A. "Everybody zerg this way and line up and shoot", which every brand spanking new player can figure out in the first 5 minutes of playing this game.
So no, "fire and maneuver" here doesn't even come close to real tactics, strategy, and competition as I've seen on WoT (despite all the limitations of that cancerous game) and back in MW4.

Nobody scouts because every mech as a C3, and any light that would scout gets instantly alpha'd the second it pokes up, because big red boxes appear instantly without even looking directly at the enemy.
That's what ECM and BAP are supposed to be for. If maps were expansive like they were on MW4, anyway, you'd be able to use a light mech (because speed is important for that role) to detect an enemy outside their sensor ranges, with ECM and BAP allowing you to keep them detected without them necessarily ever knowing you are there.
The counter to that was having your own scout mechs sweeping around the rest of your team, looking for those scout mechs. That's what made competitive matches on MW4 fun, there was role warfare, there was real tactics and strategy, the maps weren't limited to a few chokepoints, there weren't "magic card" consumables that took over the roles that other elements of the game are supposed to fill.
