Um no the facts say the gargy is better than the timber wolf in tanking damage which means the timber wolf is not better than the gargy in every single way.

In CW maps, players are funneled into corridor shooting. Jump jets are not the best in that situation. The age of the jump sniper is already dead. Most of the time on CW maps using jump jets to get the high ground in CW opens up the mech to being shot by the whole death ball. The timber wolf can have more double heat sinks and some more range but those double heat sinks are not true TT double heat sinks. They only raise the heat efficiency by a little every time one is added. Stalkers don't have jump jets and gargy's don't have jump jets. The gargy is not post to be fighting a timber wolf it's post to be fighting a stalker in my drop deck.
Having additional hit points is always an advantage no matter how small a player has to shoot through those hit points making it take longer to kill the target. Having clan laser vomit that requires 1.15 seconds to stare time usually causes the mech to take the same amount of damage the mech fired at a stalker. Matching the hit points as closely as possible helps take away the advantage of the stalker being more tanky than the timber wolf. The facts do not make the gargy a bad alternative to equaling out the tonnage of the inner sphere and clan drop deck advantages. Stalker's and timber wolves don't have additional hit point quirks for most of the hit box sections, the gargy does.
It may seem bad too you but I see it as a tool that will do the job of countering Inner sphere drop decks that use 35-65-65-85 drop decks by having my clan drop deck use 30-65-65-80, 30-55-75-80, or 30-50-80-80. The 55-55-55-75 drop deck is being out tonned in three of it's match ups against 35-65-65-85 I.S. drop decks. One's the Arctic cheetah comes the new drop decks with gargys will show it's full strength. Making sure the clan drop deck is evenly or better matched vs the I.S. drop decks is an advantage that is worth taking in Community Warfare. I'm not going along with 1/1/1/1 but making sure that most of my drop deck is not being out matched in hit points and firepower which increases every 5 tons higher a mech is in MWO except for those mechs that are not upgraded fully. The gargy I have does nearly the same damage as the timber wolf so it's not a loss in advantage to me. It's gaining a new tanky advantage for me.
