Hello. No, this feature does not exist. It would be highly abusable.
IE:
1: Create new account
2: Get cadet bonus's for that new account
3: Merge new account with old account to earn like 15mill c-bills quickly
4: Rinse and repeat.

So no, you can't. Sorry.

I think more players would be interested in splitting their one account in two !
One with all IS mechs and the other one with all Clan mechs :P
