Throttle decay is on.
Lock throttle to 100% by pressing zero in num pad.
Happily lumber along.
Pull up map, chat menu or scoreboard. Throttle may or may not disengage.
If throttle disengages it will be like this the whole match.

I've had this bug for years now. If you ever figure out how to fix it, fill us in!

Just hit throtle lock then press up and down a few times, it will fix it.

May or May not part. It seems to be map dependent for some reason.

If you encounter this bug at the start of the match, go into reverse. It will be fixed for the rest of the match.
Still a crappy bug that needs to be fixed, but from what I gather the previous coders left a mess and none of the current devs are smart enough to figure out how to fix it.
