So it just so happens that I decided to start playing again right as the CW event started. Although the system is far from perfect, I did have a lot of fun with the event. I didn't know what was going on with the que at the time, but just from hearing people talk and then coming here after, the wait times all made sense.
One possibility to rectify, is to be able to choose to be a loyalist or not. If not, then contracts could be given out by the mission, not by a number of hours/days. It seems like a relatively simple way to even out the que as needed.

Wouldn't work well outside of possibly events like Tuk(if you locked in for the event/day) because you'd have units splitting up and dropping on both sides of the planet.

They could not let the players choose the planet, the matchmaker could(via contract offered), that should prevent players from being able to do that.

welcome back, the only problem with that is it further gives little reason to be loyal to one faction and that is what this game needs. some things can be like special variants for houses that can only be used when you are loyal to that house are at least only earned by being loyal to a house, of limiting what mechs can be used when your in a house, adding back in RaR but only for Mercs or if the loyalist is not using a house mech.
