undercooled? 76% ? More than 7 minutes to overheat?? And thats smurf, doesn't factor in quirks
overarmored? I dont shave armor off the tiny arms on locusts if there are weapons in them, and 1 point on the head, no matter how tiny it is, too little.
Your build 1 ton ammo, shaved armor on arms and head 1 point-82% HE:
my build 2 tons MG ammo, max armor all over less 8 on its tiny head -76% Heat efficiency
An extra ton of ammo vs. an extra heat sink is much better usage.

The Cockpit Hitbox of the Locust is absurdly small.
I've ran 1pt of Armour there for over a year now. I don't think I've been headshot once in that time
The arms of the Locust are also crazy tiny, AND have armour quirks. (Most get +3 at 5pts of armour, the 3V gets +4)
I can count on one hand the number of times I recall losing an arm before either the match ends or I just die.
You're so small, so light and so fast, certain hitboxes are effectively impossible to touch, and weight is at a premium.
Running the Locust from a base of: LCT-3V (works for all locusts, slightly modified for PB), you get 7 Tons of space.
Yes, you can replace 1 DHS for +1Ton of ammo if you prefer though.
Additionally, thanks to your huge Torso Twist, and how little armour overall, you're best only having 2/3/2 rear armour to protect from the occasional laser tickle, as splitting it means neither front nor back can take a hit.
You should always be facing the enemy - your front armour is your all armour.
It does freak people out, (it did me when I started) it's a hard thing to do, goes against how you've learnt on almost every other mech, but it's worth it.

You simply don't have the tonnage for it either, with only 6T free after armour and engine. (4T for 2MPL, 1T for 2MG, leaves 1T for ammo).
And look at your summary:
Ammunition<p class="mech-stats-ammunition">
- MACHINE GUN AMMO (1/2) 2000
If you want 2T, you're going to have to go with the armour spread I use, with something like this:
LCT-3V

Generally speaking, for MGs, 1 ton for 2 MGs is usually good enough. Also, if you lower your head armor to 5, you get a total of 0.51 tons free.

That's generally speaking though. When you're zooming in and out and half your guns are MGs, you'll want to make them last.

The benefits of your proposed changes are even more fringe than the benefits of the way he built it. I run it the way he has it, though with one whole ton of ammo in the head. I've use those tiny arms to take hits regularly, and I'd rather have the extra armor than that irrelevant bit of extra cooling for a mere two MedPulse.
And I'm no stranger to running low-armor Locusts. Doing that is the only way to cram four MedPulse on one.
