It builds the team for an average Elo matching the two teams, not individual players. Some issues can arise from that.

what range the playerbase is so small that ELO has barely any effect

So if you're an average player, you're going to see a lot of new players in your matches.

if that was the amount play players PLAYING ... i wuldnt see the same people over and over and over again

How strange ... what makes you say that?
You do know that the initial player Elo is set to the average of the distribution right? I believe that for the first few games there may be a modifier applied to move the new player to a lower Elo bracket but I don't have a reference for that and it may not be correct.
Anyway, since new players start near the middle it is NOT SURPRISING at all to find folks with competitive builds ... you are not just playing against newbies ... there is no segregation of new players and old ones ... all you are seeing is that the initial player Elo starts somewhere near the middle of the distribution.

i just dont think elo is really effecting the mm..i have my main account in a so called high elo and most of my team doesnt even do 400+ dmg

Competitive builds are not rated by Elo... The Pilot is. I can drive the most OP Build and completely suck in it. Guess where I'm going to be by Elo???

Most matches recently be often pretty close while the skillgap inside a Team can be petty huge and you go from Allstar-PUGs where the enemies get slaughtered so hard you inside your slow Mech allways arrive to stomp on dead corpses ending with 50 damage to Carry-Harder-PUGs where you kill 4, 5, 6 enemies doing 500 to 700 damage and in the end the PUG throws it still away.
Working as intended!

PS: And by Dear God or Dear Coordinator - the Vindicator without Elites at <80kph sucks so hard it is pretty much a "Drive Off New Players" experience like most un-Elited Mechs.
It is smply not any fun to pilot a Mech where you be nothing but Target-Meat and b4 PGI goes to Steam this needs to be adressed High Priority - the Level-Up experience for Mechs is SUPER HORRIBLE!!!

I *think* they put it back down to the 1000 range. What no one seems to know is if that is 1000 from the matches target Elo...
Just think that if the MM picks somone with 1400 and the range is 1000, people from 400 to 2400 could be in the same match. :/
Hopefully that is the max range for a given match.. not from target

That is correct, not sure of the exact number, but players still on the cadet bonus have a modifier of like -300 iirc.
