Its been said but make sure directx and .net are up to date, as well as your video card drivers. If that laptop is the m17 I'm thinking of it's probably six years old and might just not run mwo.

Laptop dual core and graphics are going to be kinda iffy.

Sug is correct, the graphics card does not meet the games published system requirements, so you would be stuck with low resolution and low graphics settings to play, and may not get playable framerates however I do not think that is what is preventing you from loading the patcher
