Is Now A Good Time To Get Back Into The Game?

I always had the intention of coming back when things got better. I just couldn't stand what seemed like a glacial development pace. Despite poking my head in now and again I don't really have a firm grasp of the state or development direction of the game. So I ask you:
Is the game fleshed out enough to get back in? I know that is a broad question so let me specify. Do you guys feel like anything major is still missing, some feature that is still being waited on that makes the game incomplete? What I want to know is, do you feel like the game is 90 to 100% complete? I felt like I played a game that was 30 to 50% done for 2 years and I don't want to have that experience again. Also, please don't miss understand, I don't care if something major is being developed, if it will ADD to a complete game. Something that will take it from say 100% to 120%.
Now that there has been a reasonable amount of time, have you guys noticed a positive change since PGI and IGP have parted ways?
If I get back into the game, what are the most important parts of the meta, and what features are most important for me to study up on etc etc.

I'd say, do a few drops and see how you feel. You might be a little rusty, so don't expect to rock face the first couple games.

I'm less concerned of how the game plays in matches. I have always enjoyed that regardless of the state of the overall game. Do you guys feel CW is fully rolled out, or are the still major features missing from it?

New mechs got added, animations improved on some existing ones - but the big problems are still present.
MM and hitreg are like rolling the dice, occaisonal disco waves (never hits me though), saw a KGC walking 75 (thats a new one), got killed by lasers after the laser-shooter died, still no role warfare, still terrible environmental coll. geometry on nearly every map,.... nothing but bits of eye candy that got added.
Balance is a mess but at least didnt get worse.
Maybe the new mechlab and map redesign will help it. Maybe not.

CW is not fully rolled out.

The development paced hasn't increased much. It's perhaps a tad smoother than before. But it still takes a while to get new features in the game. CW feels like it could definitely stand to have more work on it.
You're just going to have to wait a year or two more to see if it reaches your desired level of "fleshed out".

If you were looking for CW to be the reason to play the game, you will be very disappointed to see what it currently is. It's basically just the assault game mode with respawns and bigger maps, with minor tweaks to how you win by objectives.
Besides that, if you've been away for long and haven't been frustrated by UI 2.0 mechlab, I'd wait a couple weeks until the new, much more usable mechlab is in the game. Tinkering your mechs is half of the fun in the game, and finally, they're taking away the pain, misery and hopeless terror from that.

IMO there's enough content to keep you attached for awhile, and CW is certainly worth checking out (though I'm waiting for future game modes for it before really getting into it) but if you're looking for a fully completed MechWarrior experience it's still lacking in many areas. Fun, but certainly not completely finished...
