It would seem destroying a non-exploding item mounted to the mech should prevent its HP value from being applied to the Structure. So mounting a 10hp weapon would add a potential 10hp to that locations structure. I say potential because that item has to be destroyed before that areas structure fails in order to provide the extra hp protection.

No, opposite actually. 15% of crit damage goes back to the Internal Structure(IS).
So, that AC20 that hit your RT, blew out a DHS? It dealt an additional 3 damage (20*.15) as well as taking some cooling.
It also gives Dual Gauss a 17% chance to one shot your fully armoured cockpit.
From what I remember, if there is nothing to crit, you still get that 15% damage boost, but I can't remember the source of that.
Somewhat relevant, for crit padding information:
