I have my new computer and when i start and patch the game,this error appears,it said that reinstall the game for fix the error,im doing right now,but if nothing occurs,what i need to do???

Google-fu'd the file... looks to be related to DirectX... most what I read said to use the link above and re-install/update DirectX...

Greetings all,

That file is part of the direct x 9c install.
- With newer systems it is no longer installed by default, Microsoft has left it behind in there use of Dx11 and the newer Dx12 elements.

The link from 'Stickjock' is the correct item, just be aware that your operating system will tell you that you have a newer version and may not want to install that 'older version'. (you should have an option to 'install anyways'.)
- All the Dx assemblies are backward compatible, so having any Dx9c elements will do no harm and may actually be required for some older programs and games to work.

As a note here;
PGI can't take the newest version of CryEngine as it drops the Dx9c elements from the engine. And they may have to build a custom version which still allows for the older drivers to function. Personally, I'd like to see it (Dx9c) just dropped and let the computers access the far better elements within Dx11 and 12. The newer operating systems win8 and 10 don't even come with it, as they use features that Dx9c can't access.

For those others that may have difficulty getting the Dx9c to install, If you have any DVD games at least 2 or 3 years old, those same files should be present on the DVD if you look for them. Normally the whole Dx assembly is listed there and can be installed directly off the DVD.
(assuming you don't still have the game installed.)

Important:
You may also want to do a windows update as the C++ libraries need updating as well as the Net Framework should be at least version 4.5.1 or beyond.
