As pointed out many times it is a limitation of the engine. They could go faster, but they would have to give client side more authority, which in turn makes the game more vulnerable to client side exploitation. CryEngine is not forgiving in this aspect and even Cloud Imperium Games, who have former CryTek programmers working for them, have issues with this as has been pointed out by other posters.
You seem to have a need to attack PGI and the fact of the matter is they are a small studio, will limited staff and financial resources, who are the only ones who were willing to pick up the IP. It is impressive what they have done and are continuing to do with the assets they have.
It is not that PGI cannot make it happen, period. It is that PGI cannot currently make it happen while upholding their standards for game security. I find their current stance preferable to the alternative.
