I've read a lot of posts talking about skilling up 3 variants of a mech to reach elite skills, but how does this work with Clan mechs and their omni-pods? Do I still need to buy 3 chassis, or can I buy one chassis, and then omni-pod it to get the variants and then go skilling from there?
Trying to be a little cost efficient here, and still trying to decide on a mech (though I think I need to buy clan because I signed up for Clan Wolf to start... though I haven't done anything with CW yet. I don't want to be too big of a liability to the team going in.)

yes you do
it's the central torso which counts and it cannot be swapped, other omnipods can be from any variant including those which you do not own
you basically level up 3 central torsos :3

Thanks, so I need to actually farm up 3x base mech cost to start the whole train rolling. Even with a sale, I better not start too heavy then!

SCR's prob your best mech to do that - with the sale its not too expensive and a brilliant mech that you will end up buying anyway!
