Ask yourself this question:

If the answer is "yes" then don't use it
If the answer is "no" then you're fine
If the answer is "maybe" errr on the side of caution

As for a written list, I seriously doubt its going to happen in any useful way. There will be a white list of obviously allowed and a black list of obviously not allowed, and anything in-between will be "no comment" because if you have a definite list people will use that to edge their way into cheating again by finding something just on the right side of allowable or go for the "but it's not on the list!!!" defense. That big grey area is needed, as it's what keeps honest players safe from a legislative and definition based arms race.

Again though, Id think that removing the cockpit, all the smoke, and all the blur effects would be cheating but it was ruled as not

no it won't unless you broadcast you are using it. Is i against the ToS.. yes.. Has it come out of Russ's own mouth that unless you broadcast it they won't ban you because they won't actively look for it.. yes, it did at the last town hall. so if you want to do something like change your HUD color if you are colorblind or change the sound of your guns/lasers.. then do what the man said.. don't put it up on youtube/twitch/beam/etc and you really have nothing to worry about.

Ironically you could say the same thing about cheaters being the first one only got caught because of the video she was in lol

This was actually banned too starting this January. Multiboxing is still fine, but you can not multicast commands simultaneously to several clients using automated tools.

He's been doing this 9 years up until yesterday. So it doesnt seem very banned
