There would be numerous ways to encourage if not enforce a more "clans-like" style of play:

Did I type that wrong? My Mech has to stay Stock. Clan Omnis would have the tonnage available for Pod space to modify weapons and sinks but nothing else.

Maybe you wrote wrongly or I interpreted wrongly.
What you quoted was about how to modify clan mechs and you wrote "Keep all Mechs Stock."
I interpreted that as "All omni mechs should be restricted to their stock loadouts".
