Consider To Rename 'hearing Impaired' Title To 'broken Radio' Or Something And Unlock It To Everybody

not only those who are hearing impaired don't use voip, there is a few people who have normal hearing but who listen to music or play without sound or simply don't like voip and so turned it off, it would be nice if we could signify that we don't hear those voip commands and if you want to speak with us you should use the chat
