Reproduction Rate: Happens all the time on every mech

Steps to Reproduce: Go to Mech Lab. Click on Modules, then click on consumables. Cool Shot 10 is listed in there as one of the modules. Drag and drop to the left to install on your mech and the module is then listed as Cool Shot 18.

It actually says COOL SHOT 18, not 10, but because of your resolution and PGI's ineptitude to implement proper scaling it looks too fuzzy to be legible.
