For a guy whos at his best in skirmishers (and worst in fast lights) which of the clan wave 3 mechs fit the play style of a skirmisher, or can be configured as a skirmisher. The Shadow Cat is also an option for me because I love the speed profile but I will wait and see on that one I'm not risking a clan pre-order due to PGI's idea of clan balance that makes clan mechs useless.

Depends on what you mean by skirmisher. Weirdly enough, the Executioner can kind of do this if you want to use direct-fire energy weapons over medium distances. It's big though. I'm not sure if its funky moves are enough to offset its massive size for you.

Mechs that have the gun for any situation and are sufficiently mobile to employ those weapons and can generally take a punch.

I checked the Sarna page for what they call Skirmisher 'Mechs.
If 89.1 kph with Tweak is enough for your style you can get some Ebon Jaguar. Medium movement archetype and enough flexibility in hardpoints to match almost all of the builds of the skirmishers mentioned on Sarna.

The executioner and couldron born can do these kind of play styles quite well in my eyes.
However the shadowcat is a bit to fast and light on weapons to do a true skirmisher... but can do a semi wide range build.
Arctic cheetah well... this is the most IS like-light mech we have for clans.

As someone who's really loving the Executioner so far I'd recommend only the Ebon Jag as a skirmisher by that definition. Looking forward I fully expect Shadow Cat to fit the bill too.
The Executioner has unusually good ability to maneuver if you use MASC correctly (read: in bursts when turning or changing speed) but is still way too awkward of a mech to be truly versatile. On top of being huge and ungainly without MASC on, every non-niche weapon build I've seen so far works better on another clan mech.
I love it, and think it will probably go unappreciated like the now-amazing Gargoyle, but the Executioner needs to work niche roles hard to be effective.
